It hasn't been proven that it's linked to the mosquitoes, it's just a suspect. It could just as easily be something in the water, or a pesticide they're using on a crop… they should be investigating EVERYTHING until they know for sure what the cause is.

Well unless he's going to drain every body of water, there's no way to keep mosquitoes from laying eggs. Mosquito nets and repellant would be a more viable option until a treatment comes about.
